Compulsory Binding By The Pack?
London, Sept. 19.
British rugby circles generally interpret the bald statement by the Interna- tional Rugby Football Board about "substantial changes" in the serummaging law as a new demand for compulsory binding by the pack.
The present lack of exact details of the new law does not signify any dissen- sion in the seven unions, nor, it is generally accepted, does it mean any "mystery" that heralds something in the nature of a "bombshell."
