An American Senate Foreign Relations Sub-Committee claimed to day that Western Europe was lagging in building up its ground forces but had promised General Dwight D. Eisenhower a 75 per cent increase in divisions by next year.
Nine Senators comprising the Sub-Committee visited Europe and conferred twice with the Atlantic Pact Commander in July: They said in a formal report today:
