of the first talk in the series 'Parliament at Work,' Strauss) - Sack with to be broadcast over Radio Hongkong at 10.16 to- morrow night. There are six talks in this scries by Kenneth Boswell, Professor of Modern Studies at the Royal Military Academy, Sandhurst, which trace the history of Parliamentary procedure.

Professor Boswell's purpose is to show that the rules and traditions of the "Mother of Parlia- ments are not relics of à dead past, but that they are founded on practical considerations of how discussion should be conducted. The talks contain dramatised sketches illustrating various aspects of Parliamentary procedure, and in the first one the speaker shows, by contrasting a rowdy argument with a quiet and well-conducted meeting, what are the essentials of effective discussion in a de-

mocratic regime.
