The protest note was handed to the American Ambassador in Moscow to- day. It stated that on September 4, at 12.44 p.m. Korean time, a twin-engined plane of the Soviet Air Force, "having neither bombing or torpedo armaments," was on a training flight from Port Arthur. The note said that the American Government had put out a "lying vorson”, pretending that the Soviet aircraft had flown over an American ship.
