IRO official gives talk on 'refugees

The problem of the homeless millions in Europe and Asia during the last war was the subject of an address by Mr. Richard J. Youdin, Assistant to the Director-General, Inter- national Refugee Organisation, United Nations, of the Hong Kong Hotel yesterday. Speaking at the luncheon of the Y's Men's Club weekly on "The Homeless Millions," Mr. Youdin revealed that several million refugees hod been sent back to their homes from Grr-

many,

Out of the original total of 10.000.000 refugees in Germany. only 1,300,000 were left in 1947.

Because of political and econo- inte changes, these refugees had no place to go or had refused to trave.

As

a result of negotiations among the Unlted Nations, the IRO was set up to help the re- fugees in '1947.

The definition of a refugee is clearly stated in the IRO Charter." "Generally speaking, a refuged refers to a person who is unablet; to go home after the war. Pro war refugees are also included in this category." the speaker said." In the tiree years tince the organisation of the IRO, 70,000 refugees had been sent back out of the remaining Germany.

To assist the others, re-settle- ment schemes were planned by IRO in conjunction with other nations.

Reduction in local robberies

Aggressive preventive action

by the Criminal Investigation Department's Flying Squads has been mainly responsible for a reduction in robberies in Hong Kong.

The quarterly roport of the Commissioner of Police said that there were 20 robberies in April, 20 in Muy and 15 in June-a total of 55 as compared with 84 In the first quarter of the year.

The

report added, however, that although there was a sub- stantial reduction in other figures of serious crime, particularly in burglaries and breakings, there ecemed to be inexhaustible supply of pickpockets despite the high number of arrests,
