Indian leaders appeal for free, fair vote

Bombay, July 2.

Forty Indian political leaders, Liberal, Socialist and other leftists, today appealed to the Pre- sident of the Indian Union, Dr. Rajendra Prasad, through a memorandum to ensure free and fair polling in the country's first general elections next spring.

The six-point memorandum, detailing the steps to to ensure free and fair elections, was adopt- ed by the Socialist-sponsored conference of "Opposition parties" here.

Under the chairmanship of Dr. Ryghunath Paranjpye, a Liberal who was a former Indian High Commissioner in Australia, the Conference demanded the repeal of the new Preventive Detention Act uni) the elections and the lifting of the restrictions in the way of propuganda by political parties.

Sponsored by the Sacinlist Party's General Secretary, Mc Jayaprakash Narayan, the Con- ference intended to discuss the rilimitation of constituenèles and election procedure.

It recommended multi-member constitueneles with cumulative voting for legislatures, though such a method of election to the House was likely to present dif- Aculties.

The Conference considered that sufficient education of the people was necessary in view of the world's biggest electorate of 180 millions, which was likely to participate in the elections next year.
