SIR M.K. LO OPPOSES
Unofficial Members of the Legislative Council were divided on the Hotels. Ordinance Bill which passed the Second and Third Readings yesterday to become law.
The Honourable Sir Man-kam Lo opposed the passage of the Bill. He
contended that the provisions of the Ordinance, which places rates. for accommodation and service in hotels under control, go beyond the accepted principles of Price Control.
Replying to all the points in Sir M. K. Lo's speech, the Honourable Mr. T. N. Chou (who was chairman of the Hotel Rates Advisory Com- mittee on whose, recommendations Government has acted) conclud- ed that exceptional measures must be taken to meet exceptional con- 'ditions for the good of the public. Ho pointed to Price and Rent
Controls as examples.
The Honourable Mr. P. S. Cassidy said the Bill is fully Justified. He added that it should be enacted irrespective of the petition being present- ed by hotel managements to the Secretary of State for the Colonies,
"To my mind the petition is a misleading document und 1 WAL be a scandal if it is allowed to hold up the Ordinance," said Mr. Cassidy,

Voting against the Bill, Sir M. K. Lo said:
