Russia tried to head off the debate on the Berlin blockade in the United Nations Security Council today by demanding that the three Western powers send the whole Gorman issue back to the Big Four Council of Foreign Ministers.
The Russian proposal was contained in an answer to the Western powers' note of September 26 informing the Soviet Government that they were breaking off negotiations on Berlin and taking the issue to the Security Council.
