General A. GL. McNaughton, Canada's atómic bomb expert, told the United Nations today that the United States is the only nation in the world with enough atomic bombs to wage an atomic war.

General McNaughton opened the debate on atomic energy in the Political Committee by praising the American plan for international control. of atomic energy.

He said the Russian plan would not provide ade quate safeguards.

Control, as envisaged by the Soviet plan, would merely seriously reduce the military strength of the United States which is the only nation in possession of atomic bombs--at least in any amount capable of being used for atomic war, he said.
