Shanghai, June 16. --Blueprints-for-urgently-needed-oconomic and mili. tory reforms are being drawn up by Premier Wong Won-hao and his ministers as China's. first constitutional Cabinet, formed in May, settles down to tackle two problems `which have defied a. solution by two previous cabinets—stabilising the national economy. and restoring peace to a war-weary, people. The keystone of both blueprints, it is reported, will -be the United States China Aid Programme, the implementation of which is in the hands of a special United States organisation head- ed by Mr. Roger D. Lophom, former Mayor of San Francisco.
