The United States Government tonight formally rejected Mar- shal Stalin's proposal of bilateral American-Russian folks on the basis of the open letter sent to him by Mr. Henry Wallace, the third party Presidential candidate. Marshal Stalin's latest diplomatic move, an- nounced by Moscow Radio last night, was made in response to an "open lotter" ad- droised to him by Mr. Wallace. Mashal Stalin accepted the issues outlined by
Mr. Wallace as a basis for the talks.
