"Inspectors" To Investigate The Use Of

American Aid To Europe Periodic Reports To Washington

Paris, Mar. 13.

The second 16-nation conference on Marshall aid for Europe, to be opened on Monday by Mr. Ernest Bevin, the Foreign Secretary, and M. Georges Bidault, the French Foreign Minister, will have one of its most Important tasks the appointment of "inspectors" under a perman- ent body designed to cooperate in applying the recovery plan.

The task of the inspectors will be to investigate the use made of Marshall aid and report on this periodically to Washington. All the coun- tries, except Iceland and Switzerland, will be represented at the opening sessions by their Foreign Ministers.

The first two or three days will be devoted to general de clarations after which the con- férence experts wit get down to working out:-

1. The creation of a permanent body representing the 18 nations. 2. The drafting of a progress re- port showing what has born achieved since last July in the way of an effort i short-term and long-term self-aid,
