AN ECONOMIC NECESSITY Reformed Administration In Germany Not Pattern For Central Cabinet

Paris, Feb. 4.

General Lucius D. Clay, the American Military Governor in Germany, said in Paris today that the reformed bizonal administration about to be introduced in Germany was not a pattern for a future Central Government in any part of Germany but simply an economic neces- sity. Speaking at a luncheon of the Anglo-American

Press Association, General Clay said American policy in Germany, which had been consistent throughout, was to develop in the provinces a sense of responsibility before the formation of a Central Government with the consent of the Allies.
