Clay, the American Military Governor in Germany, said in Paris today that the reformed bizonal administration about to be introduced in Germany was not a pattern for a future Central Government in any part of Germany but simply an economic neces- sity. Speaking at a luncheon of the Anglo-American
Press Association, General Clay said American policy in Germany, which had been consistent throughout, was to develop in the provinces a sense of responsibility before the formation of a Central Government with the consent of the Allies.
