ANGLO-SOVIET TALKS Virtually Complete Failure At Moscow

Negotiations At Deadlock

London, July 26.

The Cabinet will decide in the next few days whether it is worthwhile trying to continue the deadlocked negotiations for an Anglo- Soviet trade agreement.

Sir Harold Wilson, Secretary for Overseas Trade, is expected to report to the Cabinet on Mon- day on the causes of the virtually complete failure of the Moscow talks. Sir Harold Wilson was injur-. ed when the p'nno bringing the British delegation back to Lon- over-ran the runway at Lowlon airport inst night, but his Injuries were not grave.

There is a good chance of salvaging a timber agreement from The wrecked spokesman for the Board Trade said today.

This is understood to refer to the offer of M. Mikoyan, Soviet Minister for Foreign the last discussion Trade, at that Sir Harold Wilson had with him regarding the reduc- tion of price that the Soviet Linion was asking for wheat if talka, Britain, in return, would stil of further cane the terms of the

1941 financial agreement.

Britain harl already agreed to reduce the rate of interest on this credit of £65,000,000 from two to one-half per cent, and to extend the repayment period. This, however, was sub Jeet to the conclusion of a satis- factory trade agreement.

The Soviet Union has offered to send Britain 53,000 stand ards of soft wood and 10,000 culle fathoms of pit propa ju exchange for timber cutting machinery. Accord was reach- ed on thin exchange, but it still remains to be definitely estab-1 tished whether it will operate In the absence of a general trade agreement.

Wide Agreement Commenting on the collapse of the ta'ks, Sir Harold Wilsen aid that the talks achieved "a wide mensure of agreement on trade muiters" but that "we have not reached an agreement on the outstanding financial question which the Soviet Gov- ernment have made conditional to any comprehensive trade agretment."
