Mr. James F. Byrnes, who was Secretary of State during the negotiations which led to the fram- ing of the peace treatles with Italy, Hungary, Bilgirls, and Rumanta, today urged. Senate ratification of the treaties as a step in the direction of wrold stability and peace.
In a statement to the Foreign Relations Commit- tee of the Senate, which is beginning consi- deration of the treaties, he urged that so long as the armistice reginic continues, these four defeated nations could not look forward to a future free from the possibility of interference in every phase of their national life.
