Mr. James F. Byrnes, who was Secretary of State during the negotiations which led to the fram- ing of the peace treatles with Italy, Hungary, Bilgirls, and Rumanta, today urged. Senate ratification of the treaties as a step in the direction of wrold stability and peace.
