MacArthur Prefers Springboard

London, Sept. 12.

The Sovicí Government news, - paper "Izvestia" quoted by the Moscow radio sold today Gen. Douglas MacArthur's deeds' show he prefers to use Japan as "a springboard for war" rather than a bulwark for peace.

Commenting on the American Commander's Tokyo statement of Sept. 2 that "the dread of un- certainty of an ideological war lines over Japan and that Japan could be "either a powerful bul- peace or a wark for

dangerous springboard for war." Izvestin, sald "his policy, is, judged not by words but by deeds and General MacArthur's deeds, show that of two alternatives he prefers springboard."
