FACTS BEHIND BARTER PLAN REPORT

THE FOLLOWING' AUTHORITATIVE STATEMENT WAS ISSUED IN LONDON LAST NIGHT ON REPORTS OF A BARTER TRADE AGREEMENT BETWEEN BRITAIN AND JAPAN:-

"Rumours of negotiations for a barter trade agreement between Great Britain and Japan seem to have risen out of a communi- cation to the Yokohama Specie Bank of in- formation as to banking machinery which they would be permitted to use in connection with any movement of goods which might, ex- ceptionally, be licensed in future.

"The position is that in order

to ensure that the effect of the freezing order will be fully main- lained, froken funds will not be released to finance exports to Japan.

"Arrangements are, however, being made to secure that if in any particularly case it Is do. cided to license Imports, pay. Im- ments for such licensed

por's will be made to clearing account, the balance on which will be available only to pay for licensed exports.

Strict Limit

"Export licences will be grant- ed for approved goods only within

ne mu. a unus available clearing account,

Mr. Hull conceded the difficulty of Russia paying on the spot for more than $40 millions worth of materials since the Soviet Union only had that amount in the US. He recalled, however, that Rus- sia had stated that all purchases would be paid for and said that the question of extending credits to Russia was up to the Secre- tary of Treasury and the Federal Loan Administrator.

As against only $40 millions held by Russia in the U.S., Sovlet requests for equipment are put as high

by over $1,000,000,000 as some reports.-Reuter.
