WELLINGTON, TO-DAY. SPEAKING IN PARLIAMENT ON THE EMERGENCY REGULATIONS AMENDMENT BILL, THE PREMIER, MR. PETER FRASER, SAID IMME- DIATE PROVISION WAS BEING MADE FOR A SYSTEM- OF COM- PULSORY SERVICE.

Mr. Fraser, said the country felt that the voluntary system, even if completely successful, did not apply fairly or embody the spirit of service. the occasion demanded.

When the compulsory system would be applied would depend on condi- tions in regard to the forces, the number at present volunteering and the number available in the few months-Reuter.
