RUSSIA WILL REMAIN NEUTRAL, asserted Dr. Sun Fo, President of the Legislative Yuan, commenting on the

· problems arising from the European war, before the Women's Committee of the Sino-Soviet Cultural Asso- ciation.

He said there are two unknown elements, represented by Italy and Japan. The former will, no doubt, avail her-. self of the present activity on the Western Front to ex- tend her control over Yugoslavia and Greece and there- by possibly precipitating a crisis in the Mediterranean. On the other hand, Italy may stick momentarily to her wait and see policy while morally supporting the Reich.

Japan's ambitions regarding the Dutch East Indies are plain, but will she strike in the South Seas? Japan is well aware of the fact that the American Navy is keeping a watch- ful eye on Far Eastern develop. ments.
