BLOCKADE LEAKAGES ALLEGED IN HOUSE OF COMMONS

London, To-day. ALLEGATIONS OF A serious leakage through the Allied blockade were made in the House of Commons by Mr. Geoffrey Mander (Liberal) and Mr. Guy Boothby (Con- servative) on the motion for adjournment.

Mr. Mander complained that agreements with neutrals were apparently made on the basis of re-export trade to Germany on the immediate pre-war scale, when Ger- many was building up reserves.

He understood the Germans making hundreds of trucks available on that line for transporting material. Mr. Mander also suggested some- thing should be done about Swedish Iron ore which was going to Ger- many through: Norweglan waters. NAZI-ITALIAN COOPERATION He finally accused Norway and Swe- den of breaking the Covenant in re- fusing British troops permission to cross their territory to Finland.

Mr. Boothby asserted there was too much material going to Germany through Trieste and Genoa.

Mr. R. A. Butler, Under-Secretary for Foreign Affairs, replying to the de- bate, said the points raised were hav- ing serious attention.

The question of cotton especially was being actively attended to at the moment. Similarly with trade pasa- ing through Vladivostok.

APPROACH TO NEUTRALS Regarding Norway's and Sweden's obligations under the Covenant, Mr. Butler recalled that the Scandinavian states at Geneva had made every re- servation as far as the League resolu- tion involved measures coming with- in the scope of Sanctions.

Replying to an interjection by Mr. Boothby, Mr. Butler sald: "If we ap- proach the neutrals and remind them "The Brenner frontier will never of the years we have worked together again cause controversy between Italy at Geneva, I am sure that will be the and Germany," declared Signor Mus-most effective, especially if we do it solini in a speech here to a delegation in company."
