SOME QUESTIONS
RAISED BY REFEREES' ASSN.

AMONG the business which will be discussed at the month-
ly meeting of the Council of Hong Kong Football As- sociation are some far-reaching proposals or suggestions by the Hong Kong Football Referees' Association, which were decided upon at two of their fortnightly meetings.
First proposal is that the rules of the League be altered so that First Division referees will be paid $5 per game and not a sum of from $3 to -$5.
Some years ago the finances of the Asso- .clation were in a bad state and among the of economies contemplated was reduction .referees' fees. At the time the Association could stand the $5 per match then being paid, but were uncertain of the future, and it was felt that the rules of the Association should then be altered so that a reduction i could be made in Referees' fees without thej -calling of an extraordinary meeting for this
purpose.
The Referees' Association were assured by Football Association that when any re- duction was necessary they would have ample notice, and that -all First Division games refereed prior to that notice would be paid at the rate of 45 a match.
Matters turned out better than anticipated and it was unnecessary in the succeeding years to reduce the fees.
Referees, therefore, are assured of their -$5 per senior game and any alteration in
the rules will not affect them for some time
to come.
The second point is "that linesmen be ap pointed to all Second Division games". It is hardly reasonable to assume that referees are not able to control Second Division games capably without the assistance of qualified linesmen.

Hong Kong Football Associa- tion has refused to reinstate Lee Tak-kee and Lo Wal-kuen of Eastern to Second Division. -

Incidentally, linesmen are not requested for Third Division games, and these are as dimeult to control as Second Division games.
The third nuggestion is "that a member of the Referees' Association be permitted to serve on the Referees' sub-committee of the Association."
This suggestion will probably not receive much consideration, The rules covering re- ferees affiliated to the Association provide council where possible-on the Referees sub for a qualified referee-a member of the
committee but give the committee, failing this, the power to co-opt a qualified referee on the committee but only for the purpose of carrying out the duties of the committee in
regard to the examination of candidates.
The above suggestions appear to have been made in good faith for the betterment of football and the better control of games but at a

Only individuals to really benefit would be Third Division referees and as there are fewer of them than First and Second Divi- sion referees they would have an appoint- ment weekly, while their more capable brethren would be watching games.
REFEREES CLUBHOUSE
The Referees' Association have secured the option of two pieces of ground in the Valley for the erection of a club house. It is hoped that they will be successful in their endeavours as the Club would serve as a meeting place for lectures to players and spectators on football.
