General Itagaki, the Japanese War Minister, was received in audience by Emperor Hirohito yes- terday to report "on the attitude of the Army to the present situation in Europe." From a reliable source, Trans-Ocean learns that Itagaki declared that the position in Europe haa vitally changed since the conference of ministers on June 5. The political and military balance of power had been altered, as was borne out by the policy of England, the Soviet Union and the United States.
