The dispute centres about recent judgments delivered by Soviet courts when Japanese firms fined 630,000 roubles for violations of a contract signed with Soviet trade unions. This dealt with the quantity and quality of goods that the Japanese concerns had to fur- nish their Russian workers.

The Japanese Government wishes to have the fines reduced, although | it would admit that some of the Soviet grievances were founded. — Havas.
