commercial buildings about the provision of air raid protection for their employees have been issu- ed by the Government in a White Paper.
These instructions are contained in a code, which, as stated in the Civil Defence Bill, must be observed by all employers of more than 50 persons in vulnerable areas. A list of areas considered vulnerable by the Government was issued läter.
The shelters, according to the code, need not be gas-proof, but should be so constructed as to be capable of being made gas-proof without undue difficulty should the need be found to arise in an emergency. This represents a big change in earlier Government policy on anti-gas protection.

Shelters must be not less than 25 feet apart in any direction, and 40 to 50 feet is preferred where space permits.
