The impression created in London by the first per- usal of Soviet Premier Molotoff's speech, says "The Times" diplomatic correspondent, was that the difference between the Soviet and Bri- tish view is one of form rather than substance.
It is thought that in Moscow the feeling perhaps has gained ground that too much confidence has been expressed in London that the latest
British proposals would meet all requirements.
