of war" is the conclusion reached former Belgian Foreign Minister, M. Paul Spaak, in an article published by "Intransigeant" yesterday afternoon.
Reviewing the past year's activi- ties, the Chairman said:-
"During the past year our work has changed considerably. In the first place we had our own building, and immediately set to work to purchase furniture and books for an Institute. Mr. Cheung Chik Hay has worked well, and the furniture is provided, and students have been in attendance since September. Un- fortunately some became ill and left.

Belgium's policy of independence, according to M. Spaak, signifies that Belgium wishes to keep her hands free, but she retains the right to choose her position in an eventual conflict.
A policy of independence did not imply the adoption of an attitude of "moral indifference."

BORDER ATTACK
Thousands fled from Chinese Territory into Sheung Shui and Fanling and the Government and Medical authorities were in a des- perate condition owing to the influx: of soldiers and civilians, sick and wounded, and the Government oc- cupied our premises for a Hospital base and internment camp. This lasted till January, and we were unable to hold the Annual Show Our Institute was turned out of doors with as much politeness as the Government could use under the circumstances. This hindered..our work considerably.
