Credits granted by private firms were bound, in this case to fall short of the requirements so that it was the business of Government to take the matter in hand.
Lord Strabolgi (Labour) thought that in the present condition of world trade, it was the duty of Government to come forward, if need be, as a wholesale purchaser.
This, he said, could be well tried out in the case, for instance, of Greek tobacco. He also asked to what extent Britain was prepared to open up further export credit possibilities for the Soviet-Trans- Ocean.
