DEEP SHELTER POLICY REJECTED IN BRITAIN Committee's Findings: Time Factor Crucial Mistaken In Aim,

Impossible In Practice

London, To-day.

The committee appointed in February under the chairmanship of Lord Hailey to advise Sir John Anderson, Minister of Civil Defence, on air raid shelters, issued its Report yesterday as a White Paper.

The committee opposes the provision of deep or bomb-proof shelters for the whole civil popu- lation.

Instead, it favours a policy of dispersed shelters giving protection against blast, splinters and the fall of debris.

The Report states: "This policy represents a means by which mea- sures affording a considerable de- gree of protection can be completed within a limited time, which seems of crucial importance."

MAIN OBJECTIONS

Three main grounds are given in the Report for opposition to deep bomb-proof shelters, These are:

Diversion of material effort and money from active defence.

The Report adds it is estimated it would require two years to con- struct 16 miles of shelter tunnels in London, and this would only provide shelter for 160,000 persons.

An assurance that Japan does not intend to "extend her lines of defence" to the Spratley Islands, was given by Rear-Admiral Kana- zawa, Chief of the Admiralty Pub- licity Bureau, yesterday.

He said the islands were useless for strategic purposes as they con- stituted mostly dangerous reefs with no facilities for sea or land planes.
