Washington, To-day.
A gigantic plan for an international exchange of raw materials, having the double effect of building up the strength of the Democracies for war and ridding the United States of some of the troublesome surpluses of farm products, has been projected by Senator James F. Byrnes (Democrat, South Carolina).
Senator Byrnes proposes that the United States trade cotton and wheat to Britain, the Nether- lands and Belgium, and possibly other coun- tries, in return for rubber and tin.
H.K. POLICE INSPECTION AND AWARDS
The annual inspection of the H. K. Police by His Excellency the Governor (Sir Geoffry Northcote) takes places this afternoon.
His Excellency will be greeted by a Guard of Honour under A. S. P. Bidneed and A. S. P. Searle.
A square will be formed by con- tingents under A.S.P.s Calthrop, Wilson and Booker.
The Acting Commissioner, Mr. C. G. Perdue, will be in charge of the parade, assisted by A.D.C.P. W.R. Scott.
The principal award is that of the H. K. Police Silver Medal to Lance. Sergeant A. 209 F. Roberts, for zealous efficiency and fine cour- age in rescuing a Chinese woman from a burning cargo junk laden A.P.C. with
