Washington, To-day. Representative Hamilton Fish has introduced a constitutional amendment providing that Unit- ed States citizens could be drafted for military service overseas only after a popular referen- dum.
Mr. Fish declared that the amendment would not hamstring defence because it excepted the en- tire Western Hemisphere and United States possessions overseas.
While Congressmen believe the Fish Amendment has small chance of success, the drive to enact the Ludlow Referendum has gained force, some sources being of the opinion that the Senate might block it but that it would
