A.R.P. IN HONG KONG: COLONY DIVIDED INTO SPECIAL WARDEN DISTRICTS
The measures for safeguarding the civil population against the effect of air attack have become a necessary part of the defensive organisation of any country which is open to air attack, says Wing Commander Steele-Perkins, the Colony's Air Raids Precautions Officer, in a communi- cation to the press.
The need for A.R.P., he says, is not related to any belief that war is imminent. It arises from the fact that the risk of attack from the air, how- ever remote it may be, is a risk that cannot be ignored, and because preparations to minimise the consequences of attack from the air cannot be improvised on the spur of the moment but must be made if they are to be effective in time of peace.
One of the most important mea-| sures is the formation of a body of Air Raid Wardens whose duty would be to advise their neighbours and see that they are given the necessary information as to the me- thods which can be adopted to protect themselves from the effect explosive of splinters from high bombs, incendiary bombs and the methods of making their rooms gas proof. In addition in time of war their duties would consist of porting the damage which may have been caused by the fall of bombs etc.
