Washington, To-day. With national defence and public relief forming two of the most pressing problems, the 76th United States Congress assembled yesterday in expectation of what many newspapers open- ly termed a “war for supremacy” between Pre- sident Roosevelt and Vice-President Garner for control of the party.

Vice-President Garner, representing the conversa- tive bloc in the Democratic Party, seems to amend some of the New Deal laws and also general consolidation of the programme. President Roosevelt will fight to keep his party liberal and to ensure election of a progressive presidential candidate in 1940.

The President is handling the re- lief problem tactfully, merely noti- fying Congress that unless it votes, fresh funds for the Works Pro- gress Administration, three million, persons will be thrown out of work on February 7.

Republicans and conservative Democratics are loud in their avow- als that relief must be curtailed and returned to the control of the State, in order to prevent political, manipulation of the unemployed.
