The re-attachment of Memel to the Reich early in January was held most probable to-day by quarters well-informed on German questions. The Memel Diet will proñounce its adherence to the Reich when it meets in January and Germany will then publicly voice support of this move if Lithuania refuses to accord the "Germanic population of Memel the right to dispose of itself."

Informed circles believe such a development is inevitable and they stated to-day that they did not think Britain would take any but diplo- matic action when it did occur.

London, To-day. A million-pound scheme to create a "city of youth" in London, which will be the centre point for all Empire youth organisations, has been an- nounced.

It is the outcome of the Empire Youth Rally held in

London at the time of the Coronation. The plan is to build a "city" with its own theatre, library, dining and common rooms, with separ- ate dormitory blocks for the various colonies and dominions.
