ROME, TO-DAY.

A FULL-PAGE HEADLINE WAS BLAZONED ON EVERY AFTERNOON NEWSPAPER IN ITALY YESTERDAY PROCLAIMING THAT "BRITAIN HAS RECOGNISED" "THE EM- PIRE."

Signor Gayda, Mussolini's mouthpiece, writes that the Italian nation salutes the day which conse- crated the rights and powers of its Empire. The Anglo-Italian Pact runs parallel to but with- out altering the spirit and functions of the Rome-Berlin Axis and the Rome-Berlin-Tokyo triangle.

The Anglo-Italian Pact provisions apply to future as well as present questions, and should there- fore be interpreted as an assurance against the possibilities of new divergencies between Italy and Britain.

He begins by saying that for 15 years he has worked to bring about a Franco-German rapproachment. San Sebastian, To-day. Franco circles hope that after the Anglo-Italian agreement is placed in force, Britain will soon recognize belligerent rights to the Burgos Government.
