Further Cabinet changes were announced in Lon- don yesterday, though the political prophets' forecasts of several resignations and of a ma- jor reshuffle, have not been realised. Yesterday's appointments, apart from confirming Mr. Malcolm Macdonald in his dual role as Do- minions and Colonial Secretary, provide a new Lord Privy Seal and Lord President of the Council.

New Lord Privy Seal is, as was forecast, Sir John Anderson, former Governor of Bengal, who makes a meteorlike rise into the Cabinet soon after being elected M.P.

VISCOUNT HAILSHAM'S RESIGNATION

London, To-day, Viscount Hailsham, retiring Lord President of the Council, addressed the following letter to Mr. Cham- berlain :
