Although no official statement is yet forthcoming concerning the ap- pointments of new ambassadors to replace those whose retirements were announced last week, political cir- cles believe that the Reich Minister, Dr. Franck, will be appointed to Rome;

The Chinese Ambassador, Dr. C. T. Wang, yesterday conferred with President Roosevelt.

Dr. Wang, who requested the conference, declines to disclose the reasons or the matters discussed. --Reuter.

NORTH CHINA CURRENCY?:

Peiping, To-day.

A spokesman of the "provisional government” an- nounces that the new Federal Reserve Bank of China will open for business here and in Tien- tsin on March 1, with a capital of $50,000,000 subscribed half by the "government" and half by eight participating Chinese banks here and in Tientsin.

The Bank will have advisers, pre- sumably Japanese, who will be em- powered to attend meetings of the Board of Directors.

Regulations governing the organ- isation of the bank state that cover for the note issue must be at least 40 per cent. in gold, silver and foreign currency, and not more than 60 per cent. in Government se- curities and other bonds and bills guaranteed by the Government.

As it is believed that no silver and gold is available for cover, un- less it is imported from Japan, it ap- pears that the only cover procur- able is bank notes of the three Cen- tral Government banks, which still circulate here at par.-Reuter.
