AMBASSADOR NEEDED
It is now considered that in spite of the complete confidence felt in Mr. R. G. Howe, it is essential for His Majesty's Government to be re- presented in China by a diplomat of Ambassadorial rank, and that ar- rangements to this effect should be made with the least possible delay.
Sir Archibald John Kerr Clark Kerr, the new Ambassador, has been Ambassadör in Baghdad since 1935.
He entered the Diplomatic Ser- vice in 1906, and served at Berlin, Burnos Aires, Washington, Rome and Teheran.
