communication handed to the foreign Consuls in Shanghai by Vice- Admiral Hasegawa, Commander of the Japanese naval forces in Shanghai.

The communication describes Nanking as the principle base of Chinese military operations, and warns all foreign nationals that the capital will be bombed after noon on Tuesday (to-morrow).

The warning adds: "The safety of the lives and property of nationals of friendly Powers will be taken into full consideration during the projected offensive" but urges foreigners to move to areas of greater safety.

The communication also advises foreign war- ships at Nanking (which include H.M.S. Capetown)
