NEED TO LOOK FOR DEEPER CAUSES OF TENSION

London, To-day.

"With a little ingenuity and goodwill we should, solve our difficulties, which would imme- diately be relieved if we agreed on withdrawal of foreign volunteers, leaving Spain to settle her own future herself.”

So declared the Prime Minis- ter, Mr. Neville Chamberlain, in a speech at the Albert Hall last night.

"If we are, wise we will not allow our attention to be wholely-concen- trated on Spain, because the troubles arising from that country are only the by-product of deeper causes of unrest in Europe," he continued.

NEURATH VISIT

The Premier regretted that events had postponed the visit to London of the German Foreign Minister, Baron von Neurath, and he hoped that another occasion would arise for discussions which may lead to understanding a better

other's viewpoints.

Mr. Chamberlain paid a tribute to the work of the Dominions Se- cretary, Mr. Malcolm Macdonald, at the Imperial Conference,

His work towards problems of common interest did much

to en: sure general satisfaction, which was well illustrated by the speech of the Canadian Premier, Mr. Mackenzie King, in Paris that any threat to England would bring Canada imme-- diately to her-side-

PEACE AIMS

The Premier was of the opinion that unanimous approval by the re- presentatives of the Dominions and India of the British rearmament programme, was assisted material- ly by the fact that the programme emanated from a National and not a party Government, for those re- presentatives themselves belonged to various parties and none ever sus- pected we had any other object than maintenance of peace.
