The question of mortgage debts in China (which chiefly concerns Shanghai) again came up in the House of Commons yesterday when Mr. A. C. Moreing (Preston, Con.) asked if the British Gov- ernment would represent to the Chinese Govern- ment that in proceedings in the Chinese courts for recovery of mortgage debts due to British subjects, the defendant mortgagors should not be allowed to appeal to a higher court without providing full se- curity for costs.
