If the League Secretary-General's proposal that the Council of the League should meet to discuss the Spanish situation re- sults in such a meeting being held, a situation will arise which will be regarded by Italy as "grave and dangerous,” and, in the opinion of unofficial observers, may constitute grounds for Italy's severance from the League. It is claimed here that the Italian jand German Governments are entirely within their rights in re- cognising General Franco, and a League meeting at which Italy would again figure as an accused person would be regarded here as intolerable.

According to a message from Vienna the joint Austro- Hungarian recognition of General Franco when the expture of Madrid is completed is reported to have been decided upon at a conference attended by the Austrian Chancellor and Foreign Minister.
