GREAT EXPERIMENT

IN SOUTH AFRICA

(Continued from Col, 8).

Change Resisted

The South African natives themselves have not acquiesced in this change. They have re- sisted it and protested against it! by every means and in every way possible for them. Meet- ling after meeting, conference of native after conference,

leaders has denounced the plan to discriminate against them int the matter of the franchise. The one exception has been a conference of Natal natives, with the Zulus predominant. The Zulus have never had ex- perience of the vote and are in- clined to despise it. To adduce this Zulu decision in favour of the Native Representation Bill South representative of African native opinion is unfair. But it has been done.

motives have influenced them- distrust in the virtue of the vote! for the natives and the instinct of self-preservation.

Self-preservation chiefly; for it is undoubtedly true that if the native vote had been ex- tended to the whole of South Africa and if the natives had gone on gaining in education and earning power-as they are con- doing and are certain to tinue doing the time would have come when they would have been in a majority in the constituencies and could have to sent their own members Parliament in defiance of the wishes of the white folk.

No Faith In Vote.

White South Africa to-day has no such confidence in the virtue of the vote, as the men jof Cape Colony" had in 1853. Is that any wonder? Has not faith in the vote waned tragi- cally in Europe?

The white South Africans are outnumbered nearly five to one by the natives.
