The South African natives themselves have not acquiesced in this change. They have re- sisted it and protested against it! by every means and in every way possible for them. Meet- ling after meeting, conference of native after conference,
leaders has denounced the plan to discriminate against them int the matter of the franchise. The one exception has been a conference of Natal natives, with the Zulus predominant. The Zulus have never had ex- perience of the vote and are in- clined to despise it. To adduce this Zulu decision in favour of the Native Representation Bill South representative of African native opinion is unfair. But it has been done.
