Legislation is being prepared for submission to Parlament when ät reassembles at the end of Octo-! ber to make it compulsory for pri- vate aeroplanes to be covered by third-party insurance.

In the Gorell Report on the control of private flying and civil aviation published in July) last year compulsory insurance was recommended. and other: suggestions were made which would free amateur flying from many of the present ties of officialdom

The Air Council accepted these recommendations. but nothing

was done officially until the ar rival in this country of M. Mignet with his "Flying Flea."

Nevertheless, the Air Ministry has decided that an “A”. licence bolder (amateur pilot); may fy such a machine provided he is in- sured against third-party claims) to a minimum of £5,000.

This is the first move towards the general adoption of third- party insurance for private zero- planes, which has long been urged in civil aviation circles. The pre- mium will be decided by the in-i surance companies according to the merits of the pilots.
