It was pointed out by this group that any measures advocated by all the members of the League Council, with the exception of the! State charged with repudiation of its treaty oblications, would carry and moral sufficient political weight to condemn the guilty State.

One member of the committée suggested that the question be submitted to the International Court at The Hague, but the sug- gestion found no favour since it was held that the League Assem- bly alone was competent to give an. interpretation of the League Covenant.

I view of the divergencies of opinion the committee refrained from putting the question to the Tote.
