IMPROVING PRISON MORALE

New York.

Plans are afoot for gymnasium in the Welfare Island Penitentiary, from which some! of the most astounding dis- closures of graft and corruption in the history of the United States, came to light recently.

Mr.

Tunney, former Gene heavyweight champion of the world. is expected to visit the prison shortly to give a physical demonstration to the inmates.

Of the 1,600 prisoners, 86 per cent. have no work to do and the iden of the gymnasium is to pro- vide them with physical exericse.

Pending the arrival of the parallel bars, horizontal bars and the horse, which will be' erected on the now unused floor of the old workhouse building long known as the "House of Idleness." the training of the prisoners will be confined to set- ting-up exercises.

in the population statistics of Eng- land and Wales during the last three months of 1938.

In that period the population showcu the smallest increase for some years for the fourth quarter. The number of live births regis- Itered WAS 129,925-10,342 fewer) than in the Corresponing quarter of 1932. The figure corresponds to an annual rate of 12.8 per thou- sand of the population.

Of these 129.925 babies, 66,224] were boys and 63,701 girls—a pro- portion of 1,040 boys to 1,000 girls. The average proportion in the ton preceding fourth quarters was 1,046 to 1.000.

The deaths registered numbered 122,097, and were 26,265 more than in the preceding, and 5,631 more than in the corresponding quarter of 1932.

They comprised G1.976 males and 60.121 females, a proportion of 1,031, males to 1,000 females.

The death-rate was 12.0 per 1,000 of the population or 0.6 per
