A communique shows that the Austrian Cabinet has em- powered the Chancellor, Dr. Engel- bert Dollfuss, to submit the dispute to the League of Nations, but leaves the questions of date and method to his discretion. It also empow ers him to take other action.
There is an opinion in some circles that Dr. Dollfuss may sub- mit the matter to the Powers, particularly the signatories of the Four Power Pact.
