It would be deplorable if the prominence that is being given to the rivalries. of road and rail were to obscure the claims or aggravate the difficulties of the third wing of our national transport · system- port-to-port traffic by sea.

Great Britain is an island. It has more porta for its size than any other industrial country. Its. history is maritime. Its pioneer carrier, whether for men or for goods, was the sea. Ita industrial development, no less than its growth as the foremost sea Power of the world, alike sprang from those maritime porta and the splendid seafaring race that they produced. These ports and men Fare still

one of the nation's greatest assets, whether for indus- try and peace or for the grimmer needs of war. Are they to be over- looked, or indeed scrapped, in this scramble to rationalize to the last halfpenny?
