Kwok Tai, owner of the junk, said that while he was making fast to s.s. Empress of Russia, a lighter was pushed on to his junk by the manoeuvering of a water boat on the same side. A change in the current caused the water boat to drop broadside into the lighter and it in turn struck the carge boat."
